The Notary will make the public deed where the purchase and the possible mortgage will be documented, and the Registrador will check that this deed is properly done and will proceed to inscribe it at the Registro de la Propiedad and at that moment you will be the legal owner of your property at all the possible effects.
Taxes at Spain are a little bit complicated due to the organization structure of the State (State Administration and Provinces Administration) but to make it easier you will pay besides the VAT, 1% percent over the value of the house as a tax called Documented Legal Events. And if you set a mortgage you will pay again this 1% but over the amount you ask to the bank plus a certain amount of interest.
Bank Guarantees Spanish legislation wants to protect people from possible cons from builders that get a lot of money from future clients and afterwards flee with the money or even the company goes to bankruptcy and cannot build the house nor give back the money. So builders must give you for free bank guarantees for the money you pay in advance, so if anything goes wrong, at least, will get back your money
